iPowR is a national compliance, governance, and regulatory-support framework aimed primarily at UK Mosques, with potential extension to related Islamic institutions where governance and regulatory risks present similarly.

Closing The Gap

The purpose of the initiative is to systematise governance improvement through a staged, professionally delivered model that aligns charity trusteeship and operational practice with regulatory expectations.

iPowr addresses a recurring practical problem: trustees and committee members may understand, in abstract terms, that they are regulated as a charity, yet lack operational understanding of the legal and ethical obligations flowing from charitable status. This gap leads to avoidable exposure and, in some cases, escalation into regulator contact or reputational harm.

Staged delivery framework

Stage 1:

Compliance audit and diagnostic assessment. The first stage is a structured audit of the Masjid’s governance arrangements, constitutional framework, operational practices, and risk controls. The audit assesses compliance across relevant legal domains, identifies deficiencies, and produces a written diagnostic report categorising areas of compliance, partial compliance, and non-compliance.

Stage 2:

Implementation of policies and procedures. Following the audit, iPowR provides a comprehensive suite of professionally drafted policies and procedures designed to address foreseeable legal exposure. The documents may be adopted wholesale or adapted with guidance, ensuring legal sufficiency while accommodating operational realities.

Stage 3:

Training and capacity building. The third stage delivers structured, role-specific training for trustees, committee members, Imams, safeguarding leads, treasurers, staff, and volunteers. Training may be delivered in person or electronically, in English or other community languages where required, supported by written materials, and accompanied by attendance records and certification where appropriate.
