Mediation Unit

iPowR (Initiative for Places of Worship Regulation) is a structured compliance, governance, and regulatory-support initiative designed primarily for UK Masjids and, where appropriate, related Islamic institutions such as madrasas and other places of worship.

Dispute Resolution

The iPowR Mediation Unit is an independent dispute-resolution service designed to stabilise governance, restore organisational functionality, and resolve internal or external disputes efficiently, proportionately, and discreetly.

It exists to reduce disruption to charitable operations, safeguard reputation, and preserve stakeholder confidence through a structured facilitative process aimed at voluntary settlement.

Legally Robust

Built on UK charity and regulatory standards, iPowR provides a structured, compliant framework that reduces legal exposure and strengthens governance across all areas of Masjid operations.

Structured Support

Our staged model combines audits, professional policies, and role-specific training to embed compliance as a routine governance function—not a reactive response to crises.

Specialist Units

From regulatory engagement and election administration to mediation and adjudication, iPowR offers targeted, independent support where governance risks are highest.

Principled Resolution

The Unit can incorporate principled Islamic dispute-resolution concepts without compromising fairness, independence, or compliance standards. In conceptual terms, mediation aligns with صُلْحٌ (reconciliation or mutually agreed settlement) and adjudication or arbitration aligns with تَحْكِيمٌ (a binding determination by appointed decision-makers).

In membership-led charities, election disputes often present as a proxy for wider governance dysfunction. Where appropriate, mediation can run in parallel with EAU processes (for example, membership register reconciliation, nomination dispute handling, or agreement on methodology) to stabilise the organisation and restore legitimacy.

Mediation process, outcomes, and implementation

Intake and entry criteria.

The intake process establishes suitability, defines the dispute precisely, confirms authority to settle, and sets expectations for engagement and timeline. Where governance defects materially drive the dispute, iPowR may recommend parallel governance remediation and, in election-related matters, coordinated EAU involvement to ensure procedural integrity.

Four-stage mediation model.

The mediation proceeds through private sessions with each party, disclosure for written responses, and a joint session at neutral premises in which the panel proposes a settlement framework and facilitates negotiation.

Documentation and follow-up.

If agreement is achieved, terms are documented in a written settlement agreement covering steps, responsibilities, timelines, confidentiality and permitted disclosures, and mechanisms for addressing non-compliance, with optional follow-up checkpoints to support implementation integrity.
